In the vibrant, yet increasingly fractured, land of Oz, the construction of the iconic Yellow Brick Road marks a new era, years after Elphaba, the formidable green-skinned sorceress, defied the authority of The Wizard and Madame Morrible. Her subsequent departure with the Grimmerie solidified her reputation as the Wicked Witch of the West, a figure now shrouded in fear and propaganda. The very animals of Oz, once free inhabitants, are now subjected to forced labor by the Wizard’s soldiers, their efforts channeled into the creation of this grand thoroughfare. It is in this scene of subjugation that Elphaba makes her dramatic re-entrance, descending from the skies to liberate the oppressed creatures and scatter the soldiers, a powerful testament to her enduring defiance.

The populace of Oz lives under a pall of apprehension, their fear of Elphaba amplified by Madame Morrible’s relentless disinformation campaign. Meanwhile, Glinda, the seemingly benevolent sorceress, has ascended to a position of prominence, working closely with The Wizard and Morrible. Her loyal, if somewhat dim-witted, companions, Pfannee and ShenShen, remain by her side. In a calculated move to enhance Glinda’s perceived magical prowess, Morrible unveils a sophisticated bubble-generating machine, designed to allow Glinda to float and create the illusion of effortless flight, a spectacle intended to further solidify her image as a gifted enchantress.

A poignant flashback offers a glimpse into Glinda’s past, revealing a childhood birthday where she received a magical wand. The anticipation was palpable as young Glinda was expected to conjure something extraordinary before a gathering of her peers. However, this moment of supposed triumph became a stark realization of her own lack of innate magical ability. A rainbow, appearing coincidentally, was attributed to her, a misattribution that brought her profound sadness, a sentiment her mother attempted to assuage with comforting words.

The grand unveiling of the Yellow Brick Road in Munchkinland is a spectacle of pomp and circumstance, culminating in Glinda’s ethereal descent. Amidst the celebratory atmosphere, Fiyero, now the Captain of the Gale Force, is met with a surprising announcement from both Glinda and Morrible: their engagement is to be publicly declared. While they agree to maintain this façade for the adoring citizens of Oz, their private conversations reveal a shared concern for Elphaba’s well-being. Glinda, with a keen perception, understands that Fiyero’s agreement to the engagement is a gesture of affection for her, rather than a reflection of his own romantic feelings.

Following Glinda’s orchestrated display of fireworks and smoke effects, Elphaba makes a defiant appearance, intending to inscribe "OUR WIZARD LIES" in the clouds. Morrible, however, masterfully manipulates the magical display, twisting Elphaba’s message into "OZ DIES," a sinister act designed to incite even greater terror among the Ozians. Fiyero, along with his soldiers and the flying monkeys led by Chistery, pursue Elphaba into the forest. Fiyero’s declaration that he cannot locate Elphaba is met with dismay by the sorceress, who is heartbroken to discover he is now among those hunting her. A fleeting fantasy offers Elphaba solace, a vision of herself with Glinda, Fiyero, Nessarose, and Boq, sharing a moment of idyllic companionship in a sun-drenched field.

Nessarose has assumed the mantle of governor of Munchkinland following the passing of her and Elphaba’s father. Boq, now her head guard, learns of Nessa’s intention to implement a strict permit system for animal travel. Nessa defends her decision, asserting it is to prevent the Ozians from associating her with her sister’s perceived wickedness. Boq, disillusioned, decides to depart. However, at the train station, he discovers that Nessa has, with immediate effect, revoked the travel rights of all Munchkins, a move that further underscores her increasingly authoritarian rule.

Observing the Yellow Brick Road from above, Elphaba witnesses animals escaping Oz through a hidden tunnel. Among them is Dulcibear, who expresses her profound unease about the safety of animals in Oz. Elphaba attempts to persuade them to remain, her plea encapsulated in the song "No Place Like Home." Their discussion is abruptly interrupted by the arrival of the Cowardly Lion, whom Elphaba recognizes as the lion cub she and Fiyero once rescued. The Lion, swayed by an unseen influence, convinces the other animals that Elphaba is responsible for his displacement, painting her as the villain they have been led to believe she is. Despite Elphaba’s earnest attempts to dissuade them, the animals continue their exodus through the tunnel.

Elphaba seeks out Nessa, who remains distant and resentful, particularly regarding Elphaba’s absence from their father’s funeral, despite his own lack of affection for his elder daughter. Elphaba implores Nessa to assist the animals, but Nessa insists on receiving help first. She longs for a return to their shared past, as depicted in the song "The Wicked Witch of the East." Using the Grimmerie, Elphaba enchants Nessa’s shoes, transforming them into ruby slippers and bestowing upon her the ability to fly. Boq returns, having learned of Glinda and Fiyero’s engagement. Believing Nessa to be content without him, Boq confesses his true feelings for Glinda. In a fit of rage and heartbreak, Nessa attempts to use the Grimmerie to compel Boq’s affection. However, the spell backfires, causing his heart to begin to fade. Elphaba desperately attempts a counter-spell, but the unintended consequence is Boq’s transformation into the Tin Man, now consumed by a burning desire for vengeance.

The Emerald City becomes the setting for the opulent wedding of Glinda and Fiyero, a gathering of Oz’s elite. Elphaba, visiting her former friend for the first time in years, is met with Glinda’s agreement to accompany her to confront The Wizard. In a moment of shared vulnerability, The Wizard and Glinda attempt to persuade Elphaba to rejoin them, a reunion that has brought her and Glinda back together, as expressed in the song "Wonderful." Elphaba agrees, but only on the condition that The Wizard grant the animals of Oz their freedom. He readily assents, and Elphaba begins by declaring Chistery and the other flying monkeys free, prompting their joyous departure from the palace.

As the wedding ceremony commences, Chistery reveals a hidden chamber within the palace, containing numerous animals, including Dr. Dillamond, trapped in cages, many having lost their ability to speak. The Wizard appears, attempting to justify his actions, but Elphaba’s realization of his perpetual deceit fuels her resolve to continue her fight. She liberates the captive animals, unleashing chaos upon the wedding festivities. Fiyero and his guards apprehend Elphaba as she confronts The Wizard, leading Fiyero to order his men to fetch water, a substance now believed to be Elphaba’s undoing. However, in a pivotal act of defiance, Fiyero turns against The Wizard and aids Elphaba in her escape, with Glinda’s encouraging support. Following their departure, Glinda devises a plan with The Wizard and Madame Morrible, suggesting they spread a rumor of Nessa being in danger to lure Elphaba back. Morrible, anticipating Elphaba’s intelligence, opts for a more drastic measure: a change in the weather.

Elphaba and Fiyero find refuge in the woods, where they confess their deep love for one another in the song "As Long As You’re Mine" and spend the night together. Meanwhile, Glinda walks amidst the wreckage of the wedding ceremony, her introspection captured in "I’m Not That Girl – Reprise."

Morrible unleashes a powerful tornado across Oz, a tempest that transports a house from another world. Coincidentally, Nessa is en route to Munchkinland to find Boq. She looks up just as the house descends, crushing her. In the woods, Elphaba hears Nessa’s cries and experiences a terrifying premonition of the tornado, compelling her to rush to her sister’s aid.

In the aftermath of the house’s impact, a young girl from Kansas named Dorothy Gale, accompanied by her dog Toto, is discovered amidst the debris. Glinda, already present at the scene, bestows Nessa’s ruby slippers upon Dorothy and directs her towards the Emerald City via the Yellow Brick Road. Elphaba arrives to find Glinda with Dorothy and is incensed that she has given away Nessa’s shoes. A magical confrontation ensues between the two women, wand against broom, until Fiyero and his guards arrive. Fiyero issues a threat to shoot Glinda if Elphaba is not released. Elphaba escapes with the flying monkeys, but Fiyero is captured.

Returning to her hideout, Elphaba frantically searches the Grimmerie for a way to save Fiyero, her desperation evident in the song "No Good Deed." She discovers a spell that will prevent him from bleeding or sustaining injury, but at the cost of transforming him into the Scarecrow. Dorothy, meanwhile, forms an unlikely alliance with Scarecrow Fiyero, Tin Man Boq, and the Cowardly Lion. Morrible orchestrates their arrival before The Wizard, who demands Elphaba’s broom in exchange for granting their deepest desires.

Boq rallies an enraged mob of Ozians, their fury directed at Elphaba, whom he blames for his own plight, Fiyero’s transformation, and the Lion’s suffering, as depicted in "March of the Witch Hunters." Glinda, witnessing the mob’s fervor, begins to question her allegiances, a realization captured in "The Girl in the Bubble." She confronts Madame Morrible, only to discover that Morrible is the true architect of the tornado that claimed Nessa’s life. Faced with Morrible’s threats, Glinda flees on horseback, secretly seeking out Elphaba.

Elphaba dispatches the flying monkeys to capture Dorothy and retrieve Nessa’s shoes. She holds the girl captive until Glinda arrives, attempting to reason with Elphaba. Aware of the approaching mob, Elphaba decides to surrender but implores Glinda to conceal her true nature from the Ozians, ensuring they have someone to believe in. The two friends reaffirm their profound and loving bond in "For Good" before Elphaba instructs Glinda to hide. She then has Dorothy emerge and douse her with a bucket of water, a seemingly fatal act. Glinda watches, heartbroken, as Dorothy departs with the broom. As Glinda weeps over Elphaba’s discarded hat, Chistery appears, speaking for the first time to present Glinda with a green elixir bottle, a cherished keepsake from Elphaba’s mother.

Glinda confronts The Wizard with the elixir bottle, which he recognizes as belonging to the mother of Elphaba and Nessa, with whom he had an affair. This revelation confirms his paternity of Elphaba. Overwhelmed by shame and remorse, Glinda orders The Wizard to take an indefinite leave of absence, which he does via hot air balloon. Before assisting Dorothy in her journey home, Glinda delivers a final message to Morrible, before the flying monkeys carry her away as punishment for her transgressions. Glinda then assumes her rightful place as the new ruler of Oz.

Glinda concludes her narrative to the Munchkins, orchestrating the return of the animals to their rightful place in Oz, with Dr. Dillamond seen resuming his teaching duties and Dulcibear and others finding their way back home. She embraces her title as "Glinda The Good," a beacon of hope for the citizens of Oz.

Fiyero is seen reuniting with Elphaba, who has been in hiding. She reveals that she faked her death, a secret she asks Glinda never to know. Elphaba assures Fiyero that he remains beautiful in her eyes. They depart to forge a new life together, their journey into the desert symbolizing a permanent departure from Oz. Elphaba and Glinda continue to cherish each other’s memory, a sentiment expressed in "A Wicked Good Finale." The Grimmerie, now in Glinda’s possession, begins to stir with newfound life for her, while Elphaba and Fiyero walk hand-in-hand into the vastness of the desert, leaving Oz behind forever.
