In the vibrant world of Zootopia, where predator and prey coexist in a bustling urban jungle, we meet a spirited young rabbit named Judy Hopps, voiced by Della Saba. Judy is a performer in a carnival play that highlights the historical tension between predators and prey. Despite the progress made in their society, Judy's aspirations to become the first rabbit police officer are met with skepticism, even from her own parents, Stu and Bonnie (portrayed by Don Lake and Bonnie Hunt). Undeterred, Judy dreams big and is determined to break the mold.
After her performance, Judy, clad in her police uniform, wanders through the carnival and witnesses a group of children being bullied by a fox named Gideon Grey. In a bold move, she confronts Gideon, retrieving the stolen tickets for the kids, but not without sustaining a scratch on her face. Gideon taunts her, but Judy stands her ground, declaring that she truly doesn’t know when to give up.
Fast forward to adulthood, and Judy (now voiced by Ginnifer Goodwin) has successfully graduated from the police academy, proudly becoming Zootopia's first bunny officer. Leaving behind her large family in Bunnyburrow, which includes 275 siblings, she sets off for the bustling city of Zootopia. Upon her arrival at the police department, she meets Officer Clawhauser (Nate Torrence), a friendly cheetah who finds Judy adorable, though it’s generally considered acceptable only for bunnies to call each other cute. Unfortunately, her first assignment is parking duty, assigned by Chief Bogo (Idris Elba), who seems to doubt her capabilities due to her small stature compared to the larger predator officers.
Refusing to be discouraged, Judy sets herself a challenging goal: to issue 200 parking tickets before noon. To her surprise, she accomplishes this feat, even giving herself a ticket in the process. While taking a break at an elephant-run ice cream shop, she encounters Nick Wilde (voiced by Jason Bateman) and his diminutive companion Finnick (Tom Lister Jr.). Nick, posing as a father, tries to buy a giant popsicle but is denied by the vendor. Judy, stepping in, defends them by criticizing the elephants for their unsanitary practices. She buys the popsicle for Nick and Finnick, who express their gratitude.
However, Judy soon discovers Nick and Finnick are not what they seem. They are melting the popsicle to collect the juice, intending to sell smaller popsicles to rodents in Tundratown. When Judy confronts Nick about his deception, he skillfully evades her.
The following day, Judy continues her relentless pursuit of parking tickets, but her efforts are met with disdain from her fellow officers. Meanwhile, a larger operation is underway as the bigger cops chase a thief named Duke Weaselton (Alan Tudyk). In the chaos, Judy saves a shrew named Fru Fru (Leah Latham) from a giant doughnut that nearly crushes her, using the doughnut to capture Duke. Instead of praise, Judy faces reprimand from Chief Bogo for overstepping her authority, leading to her dismissal.
Just as she’s about to leave, Mrs. Otterton (Octavia Spencer) arrives, pleading for help in locating her missing husband, who is part of a troubling trend of disappearing animals. Judy, eager to assist, volunteers to take on the case. Bogo reluctantly gives her 48 hours to find Mr. Otterton or face termination.
Judy reviews surveillance footage from the last sighting of Mr. Otterton and spots Nick. She confronts him, and after some negotiation, he agrees to help her, albeit under duress from her carrot pen, which records his admissions of past crimes. Nick leads Judy to a "naturalist" establishment where they learn that Mr. Otterton was last seen getting into a large white vehicle.
Their investigation takes them to the DMV (Department of Mammal Vehicles), where they encounter the notoriously slow sloths. Nick tries to speed things up with a joke, but it only prolongs their wait. By the time they leave, night has fallen.
Tracking the vehicle to a compound in Tundratown, they discover it belongs to the feared crime boss, Mr. Big (Maurice Lamarche). After being captured by his polar bear bodyguards, they learn that Mr. Big had called Mr. Otterton to work as his florist, but when his driver, Manchas (Jesse Corti), arrived, Mr. Otterton went "savage," causing panic.
Judy and Nick visit Manchas’ home for more information, but he too goes savage, forcing them to flee. Judy's determination impresses Nick, who shares his childhood dream of becoming a ranger scout, a dream dashed by bullying due to his fox heritage. This moment of bonding strengthens their partnership.
The duo seeks out Assistant Mayor Bellwether (Jenny Slate) for security footage, where they witness Mayor Lionheart (JK Simmons) treating her poorly. They also observe wolves howling in the Rainforest District, believed to be linked to the "night howlers."
Their investigation leads them to a laboratory where they find Mr. Otterton and several other missing mammals, all of whom have gone savage. Mayor Lionheart and a doctor discuss the situation, revealing their concern about the predators' instincts resurfacing. When Judy's phone rings, it alerts the authorities, forcing her and Nick to escape through the drainage system.
Judy contacts Clawhauser to inform Chief Bogo of their findings, but Lionheart is soon arrested for his alleged involvement. At a press conference, Judy expresses her findings, but her comments about biological instincts hurt Nick, who feels she views him as a threat. He leaves her with an application to the police academy, which he has filled out.
As prejudice against predators escalates in Zootopia, Clawhauser faces demotion due to public sentiment. Judy is brought in to meet the new Mayor Bellwether, but feeling responsible for the growing divide, she resigns from the force.
Returning to Bunnyburrow, Judy finds her parents working with Gideon Grey, who apologizes for his past bullying. As they reminisce, Judy learns about the "night howlers" and realizes they are the cause of the predators' savage behavior. She rushes back to Zootopia.
Determined to make things right, Judy seeks out Finnick for help in locating Nick. When she finds him, she sincerely apologizes for her earlier comments, and he forgives her. Together, they confront Duke Weaselton, who reveals he was collecting night howlers for a laboratory.
In a thrilling chase, Judy and Nick find the laboratory where a sheep is creating a serum from the night howlers. After a chaotic escape involving rams and a train cart, they manage to save a sample of the serum.
Rushing back to the ZPD with their evidence, they are intercepted by Bellwether, who reveals her true colors as the mastermind behind the chaos. She attempts to turn Nick savage by shooting him with a dart, but they outsmart her by switching the darts with blueberries. As Bellwether calls for backup, Judy records her confession, leading to her arrest.
With Bellwether in custody, Mayor Lionheart is reinstated, and an antidote is developed for the infected mammals. The Ottertons are finally reunited, and Zootopia begins to heal. Clawhauser regains his position, and Judy is welcomed back to the force. Nick graduates from the police academy, becoming the first fox officer, and the duo embarks on their first assignment together: chasing down a street racer, who turns out to be none other than Flash.
